Professor Devender Pal Singh Bhullar, who is currently confined in Tihar Jail, Delhi (Ind.) and is awaiting execution of death sentence pronounced by the Indian courts and confirmed by Supreme Court of India in Devender Pal Singh Versus State National Capital of Delhi and others. case in a "split decision". Once to be a lecturer at Guru Nanak Engineering College (GNE) Ludhiana, Bhullar had to leave his house when Sumedh Saini, then SSP of Punjab Police abducted and killed his father, uncle and engineer friend in 1991.

Bhullar left India and was passing through Germany when he was stopped by German authorities at Frankfurt airport and was found travelling without proper papers. He was deported to India and here he was tired for his alleged involvement in a Bomb Blast leaving 9 persons dead. Police said that the target of this 1993 blast was then congress's youth leader Maninder Jeet Singh Bitta, who was injured during this blast.

It is important to note that all 133 witnesses called by prosecution failed to support police story and to confirm any involvement of Prof. Devinder Pal Singh Bhullar in 1993 Delhi blast.

Bhullar is convicted and sentenced to death solely on the bases of extra-judicial confession. This confession was taken while Bhullar was in Police custody. In the court during trial Bhullar accused the police for compelling him to sign blank papers while he was in their custody and denied that he had ever made any such confession.

Justice M. B. Shah, who was heading three judges constitutional bench at the SC labeled the confession as "teller made confession" and rejected it.

Justice MB Shah acquitted Bhullar while two other judges confirmed the death sentence.
•In his absence the German courts (Verwaltungsgericht Frankfurt, Case 8E50399\94.A(1)) ruled that he should not have been returned as his life would be in danger in India - overruling the prior decision.
•By deporting someone to a death-penalty prone country Germany violated the European Convention on Human Rights and remains morally obliged to do all it can to seek the Professor's immediate release.
•Professor Bhullar continues to suffer and may soon lose his fight for life due to the brutal and unjust regime in India. On 26 May 2011 after more than 7 years the Indian President rejected his plea for clemency and gave the go ahead for him to be hanged.
•While in India Professor Bhullar was put on trial in a conspiracy case and on 17 December 2002 his sentence to death was confirmed by the Supreme Court although based on erroneous information, it is important to note the following facts:
•Amnesty International reported that Professor Bhullar's case was highly contentious, it was the first in India's Supreme Court's history, someone was sentenced to death on the basis of a split judgment
•For the first time in India's Supreme Court's history, someone was sentenced to death on the basis of a split judgment. The presiding judge, Justice Shah acquitted the accused whereas the other two judges, Justice Aggarwal and Justice Passayat upheld the death sentence.
•Justice Shah acquitted Professor Bhullar stating that the conspiracy theory falls flat as the "rest of the accused who are named in the confessional statement are not convicted or tried."
•The confession statement, allegedly extracted under torture, was signed by a thumbprint. For a man who is highly educated, the sign of a thumbprint implies duress. A confession made before a police officer under normal criminal law is not admissible as evidence.
•Furthermore, none of the 133 witnesses produced by the prosecution, while the case was in the lower court, identified Professor Bhullar

I have received the information of rejection of my mercy petition which did not come as a surprise. During the last two decades I have passed through situations of such crisis that I am no longer shocked or surprised by any happening which effects my own life. I want to make it clear at the outset only that I am not writing this letter to seek a review of the decision to reject my mercy petition. However, I feel that it is essential for me to write to point out and raise some human issues which often get diluted or even ignored as the focus is on legal, constitutional or other bigger issues. The objective of the exercise is that the country may save some young men from becoming terrorists as it happened in my case. In short in all my trials or appeals, only 'issues' have been discussed; issues of all types, legal, social, religious, political constitutional or even international ones. The only issues which have not been raised or taken into consideration are the true facts of the case or the issues of human nature and behaviour. Nobody has made any effort to see why an educated, young engineering graduate left a good career, a happy family, and a newly married wife, went underground and remained on the run due to unjust oppression and pressure from a blood-thirsty State which violated all the Fundamental as well as Human Rights. The main objective of narrating these details is to put before you those facts which have not been brought on record by a biased investigative agency and an insensitive prosecution under the garb of fighting "the anti-national forces".

I was born in May 1965 to educated parents Shri Balwant Singh Bhullar, an Government Auditor and Smt. Upkar Kaur, Development Officer (Rural Development & Panchayats), both in government service. I was good in studies and generally toped in my class. I had a special liking for science subjects and wanted to excel in the field of engineering. I got admission in Guru Nanak Engineering College, Ludhiana. and completing my engineering degree in Mechanical Engineering from Guru Nanak Engineering College, Ludhiana, I joined service in same college and started teaching students of engineering diploma classes. Even though Punjab was in turmoil due to militancy, life went on as normal. Suddenly, on 12th December 1991, Chandigarh Police raided the place of my uncle Manjit Singh Sohi at Mohali looking for me. As I was not at home, I could not be nabbed. I tried to stay away in order to know why the Chandigarh Police wanted me. I learnt that a close friend of mine and old class fellow Balwant Singh Multani, son of Shri Darshan Singh Multani, a serving IAS officer was wanted by Chandigarh Police in a case of attempted bomb-blast on the car of then SSP Chandigarh Sumedh Singh Saini.

Finding me missing from home, the Chandigarh Police picked up my father Shri Balwant Singh Bhullar aged 55 years who was working as senior auditor in Local Funds Audit department of Punjab Government and had put in more than thirty years of service. My uncle Manjit Singh Sohi who worked as Field Officer in the NABARD at Chandigarh was also picked up and illegally detained by Chandigarh Police. Infact my father was kept in illegal detention upto February 1992 and tortured in a inhuman manner. My uncle too was given the same treatment. My only fault was that Balwant Singh Multani who was suspected of a hand in the blast on Saini's car at Chandigarh was a friend and class-fellow of mine and the Chandigarh Police wanted to know his whereabouts from me. Even my mother who worked as Development Officer (W.P.) in Rural Development and Panchayat department of Punjab Government was kept in illegal custody and subjected to similar inhuman physical torture. Later my mother was released but my father and uncle were never heard of again. Later some junior cop from Chandigarh told my mother that around February 1992 all three of them mere tortured brutally and then killed in cold-blood by Chandigarh Police under Sumedh Singh Saini's supervision. Infact my father had succeeded in sending two letters by requesting the guards from the illegal custody of Chandigarh Police. As Chandigarh Police failed to arrest me, they included my name too in the case and falsely implicated me. later, I was given acquittal in this case after trial.

Balwinder Singh Multani was arrested by Chandigarh on the same day. He was later shown as escaped from custody of Chandigarh Police in Punjab but was infact eliminated and killed. The Chandigarh Police, grossly misusing their legal authority, declared him a Proclaimed Offender and continued him as P.O. as such till his father Darshan Singh Multani appeared before Punjab and Haryana High Court in September, 2007 and alleged that his son was not a P.O. but had been killed after showing him as escaped from the custody of Chandigarh Police. After this serious allegation, the Hon'ble High Court entrusted the enquiry to CBI who after nine months of exhaustive enquiry registered FIR No. RC51/08 (S) 0010 dated 02.07.2008 u/s 120-B, 364, 343, 330, 167, and 193 IPC against personnel of Chandigarh Police including Sumedh Singh Saini for killing three persons viz. my father Balwant Singh Bhullar, my uncle Manjit Singh Sohi and Balwant Singh Multani after keeping them in illegal custody and submitted a report on these lines to the High Court.

In this case, an appeal filed by Chandigarh Administration had been dismissed by Hon'ble Supreme Court in liminie on 11-02-2008. The fact of this rejection was concealed and an appeal was filed by State of Punjab which did not have any 'locus standi' in the matter. The Hon'ble Supreme Court stayed the investigation by CBI in SLP filed by Punjab Govt. on 11-07-2008 and even though nearly three years have passed, the serious issue of killing these innocent persons after keeping them in illegal custody has been totally over-looked as the stay is continuing. Interestingly, the State of Punjab went to the extent of levelling false and fabricated charges against the Hon'ble High Court Judge who entrusted the enquiry to CBI in order to save the police officers and men who had killed the three innocent persons including my father and uncle. Costliest legal talent was engaged by the State of Punjab and they are shielding and defending the guilty officers with all the financial and other resources available at the disposal of the State. It is a travesty of justice that Sh. Ram Jethmalani, a senior and respected advocate who drafted the mercy-petition on my behalf is defending the main accused Sumedh Singh Saini before the Supreme Court from the charge of killing the above three persons including my father, uncle and friend Balwant Singh Multani.

If I tried to hide in order to save myself from oppression of the State, I was branded a terrorist, was hounded, deported, arrested, tried and awarded death sentence. I have been in jail since January 1995. During the appeal before the Supreme Court, one Judge disagreed with his two brother Judges and wanted me to be acquitted. Does it make a foolproof case against me? Moreover, those who represented me in all the Courts did not know even one per cent details regarding me and mainly depended upon documents of investigation. Moreover, while the trial was in progress, my family which was either eliminated or had left India and gone abroad, could not follow the case for properly and organize my defence. On the other hand, the main accused police officer Saini who was Sr. SP when he got my father and uncle killed, got promoted as DIG, IG and as Addl. DG and is holding the key-position of Chief Director Vigilance Bureau, Punjab for the last four years. Not only that, even though there are many officers senior to him but he is expecting an out of turn elevation as DGP of Punjab due to his close proximity with Badals and the ruling group in Punjab.

The behavior of this group of officers in leveling false charges against the judges is not new. Even is an earlier case, a Judge at Punjab and Haryana High Court Shri V.K. Jhanji was threatened and intimidated because he tried to dispense justice in a case where another three innocent persons were got killed at Ludhiana by the same officer Sumedh Singh Saini. The order issued by Justice Jhanji, in anguish and frustration dated 22-12-1995 shows the illegal methods utilized to threaten this Hon'ble High Court Judge then. Even now, false and fabricated allegations have been levelled against the Hon'ble High Court Judge Justice M. S. Gill in order to shield these criminals in uniform.

Our system has two set of rules and laws. One for people like me who face loss of life, are made to surrender all rights, liberty and dignity and are still held guilty and hanged while the others like Saini kill innocents, intimidate and threaten Judges, oblige political bosses by fixing their rivals enjoy political patronage, earn promotions and thrive in the system. Who is a bigger terrorist, my self or Saini who wears police uniform?

As written earlier, I do not intend to seek any mercy or favour through this letter which is only written to make the countrymen aware of real truth and nothing but the truth. Some groups have been highlighting their demands and seeking commutation of death sentence for me. While expressing my heart-felt gratitude to them, I request them not to plead my case and beg mercy for me from a corrupt and insensitive system. I have always tried to live with dignity and would prefer to die like that only. I would be happy to meet my Maker now and reach the Ultimate Truth rather than keep shaking a system all the time to keep it awake. Even if the system wakes up after my hanging, I would not consider myself a loser.

It is said that the last wish of every person is fulfilled before he is hanged. My only wish is that I be hanged on 23rd March, date on which Shaheed Bhagat Singh, my hero was hanged. If that is not possible, then may be on his birthday on 25th September. If nothing else, at least like him, I fought against injustice and while doing so I do not mind being hanged. I sincerely request you to grant my last wish for which, I shall be grateful.

Daljit Nirmala presents the show ‘Santwaad’ on the Sikh Channel in UK. Last year he made comments against jhajharoo Singhs on another show aired on Sikh Channel.  Along with other UK Sanatanists, Daljit Nirmala continues to mislead the UK youth by inter-mixing Hindu rituals and philosophies with Sikh practices.

The Sikh Rahit Maryada strictly forbids the Hindu ritual of performing arti and havan.  Chapter 4,Article V states:   

(d) Anything except the afore-mentioned reverential ceremonies, for instance, such practices as the arti with burning incense and lamps, offering of eatables to Guru Granth Sahib, burning of lights, beating of gongs, etc., is contrary to Gurmat (the Guru’s way).

Chapter 11, Article XVIII states:
"...performing havans [sacrificial fire], installing vedi....are all sacrileges."
The shocking film footage also shows Daljit Nirmala bowing down before Sadhvi Ritambhara and honoring her. According to ‘Right-Wing Women: from conservatives to extremists around the world’ (2002), Sadhvi Ritambhara is a trainee and member of the Hindu extremist terror group RSS.

In Tim McGirk’s book ‘Hindu Zealots find an avenging angel’ (1993), Ritambhara is described as being known for inflammatory anti-Muslim speeches that are aimed to incite violence. The High Court in India have been held accused in the Babri Masjid demolition case. In April 1995, Ritambhara was arrested for making a public speech in which she attacked Christians and described Mother Teresa as a “magician”. Her inflammatory speech led to Hindu led violence against Christians which resulted in 169 people being arrested for arson. 

Here is a summary of her militant activities:

• Liberhan Commission - An enquiry commission gave the verdict that Sadhvi Ritambhara was one of the 68 people directly responsible for the demolition of the mosque and the subsequent violence that killed some 3,000 people across India.

• Founding chairperson of Durga Vahini, a militant Hindu women’s organization that provides weapons training. Its members have been responsible for numerous acts of violence including the ransacking of the Orissa state assembly and the anti-minority pogroms in Gujarat in 2002 which killed over 2,000 people.

• Ritambhara’s student and protégé Sadhvi Pragya Singh has been arrested for masterminding the Malegaon Blasts of September 8, 2006 in which 37 people were killed and over 125 injured.


Daljit Nirmala has also been captured in this film part-taking in Hindu Puja and Arti of Swami Parmanand in clear violation of Sikh Rehat Maryada and ideology. In another video Daljit Nirmala is wearing no Dastar, his hair is open covering with a scarf whilst he partakes in a Havan (sacrificial fire ritual) with his wife and family that is led by Hindu Pandit, again in clear violation of Sikh values and teachings.
  Daljit Nirmala has been linked to Snatanists in UK whom have been actively expanding operations and  and propagating  anti-Sikh ideology, with primary base of operations from from Gurdwara Baba Sangh in Smethwick (Birmingham). Anti-Sikh practices have been performed during the Sri Dasam Granth Sahib programmes organised by the Snatanists. The Hindu ritual of Arti of lighting lamps and waving them around were acted out.

Sikh Channel in UK has numerous times been caught out allowing shady and dangerous characters such as Daljit contribute to the content of their programming. Although Sikh Channel UK claims to support Akal Takhat Sahib, yet another incident where anti-Sikh individuals like this are contributing to programming suggests a clear lack of editorial competence or is something more sinister at work in the background?

Sikh Channel UK has been constantly requesting and pushing for more funds from community through monthly banking Direct Debits from viewers and in its quest to increase revenue by appearing to appeal to all possible “groups and sects” in wider community? LEHARGAGA, PANJAB - In yet another incident that will  further enrage the sentiments of the 
Sikh community, residents of the southern town of Chadpura discovered that followers of Sauda cultist Ram Raheem humiliated and assaulted a young Amritdhari Sikh boy and forcibly sheared of his sacred kesh (hair). 
Sikhs consider kesh as a gift from God, and do not remove them from their body under any circumstances.
On May 6th of 2011,  Sauda cult follower Tarsem Sinh forcibly took Balwinder Singh, age 12 to his nearby shop,  and attacked and dishonored the young boy with the help of other cultist “premis”.    When the boy resisted the assault, they began to beat him, and then began to shear of his kesh with a pair of sharp scissors.  The boy suffered several cuts on his head due to the altercation, in which the sacred hair from his head were removed.
When Balwinder Singh reached home, his mother, Charanjit Kaur fainted upon seeing her son in this condition.  Neighbors soon arrived to help the family – they were all shocked to see what had just occurred.  The Charanjit Kaur and her husband Makhan Singh have approached Gurdwara Sangatpur Sahib Management and other Sikh organizations for help in this matter.  The Punjab police, so far, has not taken any action against the premi cultists.

The family stated that the Jakhal Police station initially tried to cover-up the incident, and only filed the complaint paperwork after realizing the threat of action by Sikh organizations.   Jakhal Police SHO, Dilbagh Singh has hinted that the police would take action against the cultists Tarsem Singh, son of Rangi Singh and two of his accomplices.
Interestingly, in 2007, Sri Akal Takht Sahib, the Supreme Temporal and Religious Authority for the Sikhs ordered all Sauda Cult Dera outlets be shutdown throughout Punjab.  

The ruling Akali Dal (Badal) party has yet to take action against the cult deras, despite the death of several Sikhs due to the ongoing tension between the cultists and the Sikh community.

An Incident Today Drayton Manor Park saw children of the Shaheed Bhai Fauja Singh Gurmat Camp organised by Edward Street YouthForum, be escorted out from the park en mass by security due to a small amount of a young Amritdhari Singh's kirpan showing, branding it as an offensive weapon. The same camp where children were taught how as Sikhs we should aim to see the whole human race as one, treat all with love and compassion, amongst many other moral and sikh values ...
 

Upon questioning, the children were informed that not only could they not use the rides due to health and safety with kirpans (to some level understandable, only to some small level, as all amritdhari's lead perfectly safe normal lives with kirpans including sports and activities, attending school, work etc), but they could not also enjoy walking around the park, looking at the attractions or zoo, but instead must be escorted out of the park immediately, a group including youngsters as young as 5 ..

Those same Sikhs who were not welcome today, and were marched out would defend the honour of any person regardless of caste, creed or colour ... Guru's of the same faith that gave their lives to defend other religions ..

Today, we face a modern battle, our brothers and sisters of the past and forefathers gave their heads but never compromised their faith .. Some countries have banned certain items violating rights to express religious identity, we are already having our turbans removed and manhandled at airports, today kirpans, what tomorrow .. We have a modern challenge ..

SINGH'S TURBAN REMOVED BY PANJAB POLICE IN
MOHALI


Punjab Government has ordered the registration of a criminal case against already suspended SP Pritam Singh and SHO Kulbhushan Kumar, the two police officials involved in a unfortunate incident in which the Turban of a Sikh protester Jagjit Singh was taken off outside the Cricket Stadium in Mohali.

Punjab Deputy Chief Minister Sukhbir Singh Badal, who holds Home portfolio also, Monday ordered the registration of a criminal case against the two cops for the incident which happened last week.

One of the rural pharmacists, a Sikh, protesting in Mohali for urging the government to concede to their demands, had his turban taken off by Kulbhushan Kumar on the direction of SP Pritam Singh, himself a turban wearing Sikh.

The Sikh protester, was later identified as Jagjit Singh of Verka in District Amritsar.
The clipping of the unfortunate incident landed on the net and the Sikh Community expressed shock and resentment over the incident. Widespread anger and demand of dismissal of the two cops, registration of a case against them and their arrest got stronger by each passing day.

A case under section 295-A (causing hurt to religious sentiments) has been ordered to be registered against the erring cops, it was told on behalf of the Deputy CM.

It may be recalled that the Deputy Chief Minister had ordered the immediate suspension of the SP and the SHO and had ordered a magisterial inquiry into the incident.

The inquiry was conducted by M.S. Kainth, I AS, Additional Deputy Commissioner, SAS Nagar and submitted to the Principal Secretary (Home) Mr. D.S. Bains.

The Enquiry Officer, after considering all facts and going through the video footage of the incident available on the Internet, recommended stern action against the concerned officials.

In a statement, Sukhbir Singh Badal said that the government can not allo
w anyone, no matter how high, to show disrespect to the religious symbols of any community.

Hailing the decision of the government, Navkiran Singh, a Senior Lawyer and a representative of ‘Lawyers for Human Rights’ and ‘Sikhs for Justice’ has demanded that both the police officials be dismissed. SGPC, United Sikhs, AISSF, Dal Khalsa, K
halsa Action Committee and so many other organisations had strongly demanded the registration of a criminal case against the two cops.

Gagandip Singh, 21, from Bexleyheath, was discovered at 0200 GMT on Saturday in Angerstein Lane, Blackheath.

Detectives have now begun a murder inquiry and a post-mortem examination is due to be carried out in due course, the Metropolitan Police said.


Officers on patrol came across the burning vehicle, a blue Mercedes C-class, in a side street.


The car, with the number plate V362 SCL, was found near Greenwich Park.


Det Ch Insp Damian Allain said: "We are appealing for anyone who was in or around the Angerstein Lane area that may have seen this car either arrive or seen anyone acting suspiciously as the car was left ablaze, to contact us.


"We already know that the car was last seen around 5.30pm in south-east London, so we are also appealing to anyone who can help us identify how the car came to be in Angerstein Lane.


"At this early stage we don't believe that this was a random killing, and are exploring the line of inquiry that this was a targeted attack against our victim."

Shaminder Singh (Shera) a young Sikh from a poor family and the only practising (Amritdhari) Sikh in Bagguwal village was picked by police in Nawanshahar district on 31 October 2010.


He was mercilessly thrashed and subjected to third-degree torture for 18 days as he refused to admit involvement in waging war against the Indian state. No case was registered against him.


According to his own words reported on television he would have been eliminated by the Indian Police in a police encounter. He overheard the police officers planning to eliminate him and managed to escape from police custody on 18 November.


He was later arrested from Patna where he revealed he had become the victim of police torture. Luckily for him the media listened and reported on his experience. A report published in the Hindustan Times on 3 December 2010 forced the Punjab and Haryana High Court into action. Following an investigation the court ordered a penalty of Rs 1 lakh on the state of Punjab for illegally detaining him and subjecting him to third-degree torture. The court also directed the state government on 3 January to take care of Shaminder Singh,


Two weeks later on 17 January Shaminder Singh and his brother Harwinder Singh were going to the Gurdwara in Bagguwal village when they were attacked by about 9-10 unidentified men with sharp edged weapons. It has been widely reported that the finger of blame is pointing squarely at the police. Shaminder Singh was admitted to hospital where he died several days later.


On 30 January the Punjab government (who were ordered by the Court to take care of Shaminder Singh) ordered a probe into the circumstances leading to the death of Shaminder Singh. This followed considerable media and other pressure.

Sikhs arrested and attacked by Panjab Police after 3 day smagam in the Mansa Disctrict of Panjab
Gagandip Singh, 21, from Bexleyheath, was discovered at 0200 GMT on Saturday in Angerstein Lane, Blackheath.

Detectives have now begun a murder inquiry and a post-mortem examination is due to be carried out in due course, the Metropolitan Police said

Wake up call to ALL SIKHS, Panjab Police have launched an attack on Sikhs in the Mansa District of Panjab. After a 3 day Smagam was held by Sikhs, police caused disruption on the second day turning off all electrical power whilst Sant Baba Baljit Singh Dadu Sahib Wale were doing a diwaan  and ordered Sikhs not to hold a program of any sort. The Sikhs however knew they were doing nothing wrong and again carried on the third day which resulted in violent clashes with Police who arrested numerous Sikhs along with Sant Baba Baljit Singh Dadu Sahib Wale who were present doing Katha vichar and a latti charge was carried out by police ( ordered to beat sikhs with sticks) and a media blackout so no persons within panjab or outside of panjab are aware of anything that has happened and it is running till present. If there is media coverage they use propaganda showing police officers who are ordered to wear turbans so that it makes it look like a fight amonst Sikhs. Police who were estimated to be in a number of 3,500 also fired tear gas towards the innocent Sikhs. Sant Baba Baljit Singh along with 13 other singhs were arrested while the samagam was taking place on the third day and are still in police custody with nobody sure of there whereabouts. The Police have arrested them on several other occasions aswell due to the fact that they speak against Pakhandi Gurus and he makes Sikhs aware of the great threat they are causing to the panth. This is all planned by the Government and the Leaders of the Panjab state who cannot afford this to happen because they know if they show support to these Pakhandi Gurus and their followers then it results in more votes for them. In which case extra security is provided for them at all times and they are allowed to do programs freely without a problem. This is the total opposite for Sikhs who are arrested and attacked by police just for making a stand against these Pakhandi Gurus who are very disrespectful and a threat to the Sikh Nation.
